In a significant relief for Delhi-NCR, the Supreme Court on Thursday allowed relaxation of GRAP-4 restrictions, as the Air Quality Index (AQI) improved to a ‘moderate’ 161 after weeks of hazardous levels. The Commission for Air Quality Management (CAQM) has now reverted to GRAP-2 measures, retaining stricter curbs from GRAP-3 to prevent a relapse into toxic air conditions.
Key Developments:
· The Supreme Court mandated immediate reactivation of GRAP-4 measures if AQI crosses 400, adding that the region must not go below GRAP-2 measures.
· Delhi’s AQI, which hovered in the ‘severe’(400+) range in November, has steadily improved since December 1, aided by favorable winds.
· GRAP-3 measures remain active, targeting pollution from construction, heavy vehicles, and diesel-powered transport.Activities like demolition, earthwork, and material transport face strict ban sunless related to critical public services such as healthcare or national defense.
Delhi Metro has also ramped up its services, adding 60 extra trips to reduce reliance on private vehicles. A Delhi government official stated, “We must ensure the progress continues. GRAP measures, though restrictive, are essential for sustaining better air quality.”
Targeted Measures in GRAP-3:
· Ban on BS-III petrol and BS-IV diesel vehicles in Delhi and neighbouring districts.
· Closure of non-essential industries and activities contributing to dust pollution.
· Online classes for students up to Grade V to shield children from health hazards.

Doctors and hospitals in the NCR region, already grappling with pollution-induced health issues, may experience a slight reprieve as air quality improves. However, CAQM advises continued caution and adoption of air-purifying measures in clinics and hospitals. Residents are urged to avoid non-essential travel and adopt eco-friendly commuting methods like cycling or public transport.
